UPSC interview is once in a lifetime experience.
My interview was mostly on "unexpected" lines.Reason being, there was so much to ask from my biodata.
Education,IIT, achievements, plethora of hobbies-interests,social work, hindi, subjects, LEHMAN BROTHERS, FINANCE, IT, Hometown,Bundelkhand.etc,currents, today's headlines.
Good expected pychological questions: Why civils ? IT,Finance now Civils? Pvt Sector and Govt sector? Motivation ? Bankruptcy ?
But none got asked!(My whole hardwork and well rehearsed answers were chucked out of the window in a jiffy)
It was th april 2011.
I reached UPSC at 1 pm in a blue shirt, black pant, with a tie which was perhaps too long.(I didn't know, how to tie a tie!)
Bought a pen.Talked to some fellow interviewees. They pointed some mistakes about my attire.
I removed my tie and wore my father's tie with the help of a fellow aspirant.
At 1:15 pm we were pushed into the hallowed portals of UPSC. I tried to remember everything which I saw(Hoping that the board might ask).
Deposited the certificates. We were made to sit around roundtables in batches of six.
I was the only one amongst the six persons in my group, who was there in my first attempt.
I was nervous, though was confident as well. Some talk with fellow interviewees soothed my nerves.
We were assigned table no.16. And board in 16 no. chamber was of Mr. Vijay Singh. I was looking at my diary and remembered that Vijay Singh was once chief secy of MP.
I was happy, he may ask me about Hoshangabad/MP(which I had thoroughly prepared).
I went to the washroom.Looked in mirror. I was looking smart. Touched up my hair, took a deep breath, admired at myself, got out of the washroom.
I was the first candidate to be interviewed by the board in afternoon session.
To my surprise I was taken in opposite direction from Mr. Vijay Singh's room. I was in trance and my legs finally stopped in front of a room at the extreme end. Surprise! My board was of ---
After a little anxious wait(The peon offered me water,which I accepted) I was called inside. I took name of SaiBaba and went inside.
Me : May I come in Sir.
CP: Yes Yes please come in.
(I went inside)
CP: Please have a seat.
(I looked at the setup. It was a round table with six seats.5 members including me.)
Me: (like a schoolBoy)Good Afternoon Madam.Good Afternoon Sirs.(Everybody smiled)
Me: (now sitting on the seat) Thank you, sir.
CP:(Going through my profile)Your profile is really good, if you want to work in govt. sector in a social setting.
Me; (Nodding and smiling)
CP: So Abhishek you have done masters from IIT KHARAGPUR.
ME: Sir I have done dual degree in computer science from IIT KHARAGPUR, which is a 5 year course.
CP: It was a six year course.
ME: Sir, for me it was 5 years integrated course
M1: (I think, He was a retired prof. from IIT KHARAGPUR)No,No he doesn't know.It was six years at beginning.
ME; Probably sir, you are right. I was talking after 2002.
CP: Abhishek, How will you use IT in governement.
ME: (One sec pause)Sir, IT is being used to bring efficiency and transparency in governance.For eg., we have NeGP mission which has 27 mission mode projects like e-District, e-Passport (list...blah blah blah)
If we take example of e-Procurement: IT can be used at every stage. Be it entry in computer while loading, tracking using GPS and unloading of grains. then smartcard for BPL...
CP: Suppose you don't have all this....
ME: (Looking with a puzzzled expression)

Me: Sir for rural development Government has Bharat Nirman. Under this there are six components like electricity, water, road etc.
So sir for eg. If we want to build a road between the two villages.
First, We can find the shortest distance between them using google maps.(M1 nodding appreciatively).
Then sir, We can make the tendering process more transparent and efficient using online tendering.
Subsequently,(Now moving head towards other members M2,CP,M3,M4 in that order) We can find the about the quality of material being used and the lowest rates using internet.
Finally,(Triumphatically with a smile)The survelliance and tracking the performance of the project can be done by installing camera and seeing it on a computer at the headquarters.
M1: (Impressed along with CP)Good.
M2: Do you now 80:20 rule.
Me:Sorry sir I don't know(later on I realised, that I knew the negative definition i.e in an office 80% of work done by 20% workers...Thank god I didn't answer it, though wikipedia says something more about it)
M2: How will you use artificial intelligence in government.
Me: (Wasn't expecting this)Sir, the goal of field of artificial intelligence is to make computers behave like humans.(M2 is nodding)
But sir, given the current state of AI we are away from that goal(He is having puzzled expression now)
Probably, AI can be used in case of semantic search on the web. It is better than google search to interpret the query in human language.
In that way, lay persons can effectively search on government sites using their own language.(Later on I kicked myself, I could have told about "meshups project" of harvard, which is using semantic search to make sense of the plethora of govt. data on web)
M2: Ok
M2: What is the difference between information and knowledge.
Me: (Immediately)Sir, the information is vague sometimes but knowledge always has some sense.
M2:(Startled at immediate response..thinks for a sec)Oh ok, Good.

M4: You have worked at Lehman Brothers and Nomura. what is the difference between two ?
Me: Madam, if I can summarise the difference in one word then I would say "conservative".Nomura is more conservative than Lehman Brothers.
M4:Could you please elaborate?
Me: Madam, Nomura being a Japanese firm is conservative in types of financial products, portfolios. the risk management is more detail oriented, there is more due diligence and it has lesser leverage.
M4: (Smiling)Yes, that's what I wanted to hear.
M4:(Madam) Abhishek, You have left your job very recently i.e. in 2010.
Me:(Smiling) yes madam
M4: I know lot of persons who are now working with Nomura and were previously working with Lehman. Nomura must be doing better than Lehman.
Me: In terms of consistency ..yes madam, but in terms of size of profit and volume of transactions..Lehman was better.
But yes, Nomura has been more steady over a period of time.
2008 was bad for all of the banks. But in 2009-10 the managment at Nomura decided to have consistent profit for each quarter in a year.
In March 2010 they managed to acieve that goal of consistent full year i.e. 4 quarters of profit(I was trying to imply, that I left them at the boom time.)
M4: (Nodding...perhaps she understood what I was trying to convey)Ok.
M4: Abhishek, How will you make National e-Gov plan better?
Me: (Think for a sec)Sir..Sorry Madam.. National e-Gov plan has a three tier structure with Common Service centres at village level which are operated by village level enterpreneur.
At the state level we have state data centres, and at the national level we have SWAN. The village level is of the utmost importance. My first priority would be ease of use. For that we have
to train the people so that they can harness the power of information in optimised way. For training I will keep the computers at CSC with only browser based operating system (to keep things very simple).
For this I will use linux...
M4: (Interrupting in between)Aah Linux..yes it's a good solution.It's easy to operate due to features of localisation.
Me: Yes Madam. It's definitely easier to use. Though I believe that there are other far more intutive operating systems available than Windows, It's just that windows has been in use for more than 20 years now.
Macintosh or Linux are far more intutive.(I think for a sec in silence between next ques and my answer...to continue with my answer of NeGP but decide otherwise).
M4: So What is that you study in Pali ?
Me; Sir sorry Madam(Chairman noting something)..... there are two components in Pali subject. One is language and other is literature.
Pali is a language which is similar to Sanskrit. Since I had studied Sanskrit till 9th class(M4 nodding..perhaps it was her next question) so I was comfortable with learning Pali.
For learning the language you have to know the grammer of the language like the tenses, verbs etc in English.Similarly, In pali you have rupas,dhatus etc.
Then slowly using vocablury and set of rules you start writing the sentences etc.
On the literature side, Pali has Tipitkas which are like three bibles of Christianity(Madam Nodding).You have to study those with some other famous books dealing with the spirituality of the religion.
M4: Ok.
(Now the interview takes a sudden bend, After testing my rational, analytical,problem solving and explanatory skills they probably wanted to test me how I perform with the tricky or shall I say dilemma questions.)
M2: Do you know where is shri perambudur?
Me: (Puzzled..think for a sec..I Remember the bombing Of Rajiv gandhi)Sir, In Tamilnadu.
M2: Yes, What it is known for?
Me: (Instataneously..Probably i should have taken a second to think...but I wanted to compensate my delay with first question)Sir, there was a bombing...(I thought why the hell I am taking this to controversial side...It has Nokia sez, probably rail coach factory as well)...Sorry sir, i am not very sure.
M2:(Trimphatically)Yes, Yes. You are right(You are trapped :P), there was bombing of Rajiv Gandhi.
Me; (Nodding...probably thinking I am in a trap now...Be diplomatic) Yes sir.

Me: Sir, Indian peace keeping force was sent by India to fight against LTTE with Srilankan Army. LTTE didn't like it.

Me: (Think for a sec) Sir, given the results I would have definitely tried diplomatic ways first and then ....

CP: (Almost immediately )But Indian govt has also agreed that Tibet is part of china

Tibet is not part of China though, China has some sort of control over it.(Should have mentioned that its an autonomous region with China having powers with respect to some subjects like defense, foreign etc...India accepts suzeranity of China over Tibet and not sovereignity....But frankly this I didn't know apart from autonomous region at that time )
CP: (Switching gears..another trap) What is happening wrt Telangana?
Me: Sir, There has been agitation about the demand of seperate state of Telanagana from AndhraPradesh.
CP : Why the demand ?
Me; Sir, the agitators think that the Telangana region is backward and, the main reason is that the resources are being diverted from Telanagana to AP for the development of AP.
CP : Do you also think so ?
Me: (Replying and thinking) No sir, the reasons are historical....(I was thinking to have a sec's pause to enumerate the British time reasons..)

CP: (Switching gears..another trap) What is happening wrt Telangana?
Me: Sir, There has been agitation about the demand of seperate state of Telanagana from AndhraPradesh.
CP : Why the demand ?
Me; Sir, the agitators think that the Telangana region is backward and, the main reason is that the resources are being diverted from Telanagana to AP for the development of AP.
CP : Do you also think so ?
Me: (Replying and thinking) No sir, the reasons are historical....(I was thinking to have a sec's pause to enumerate the British time reasons..)
CP:(Nodding probably agreeing with me)So, you think all of the Telangana is backward?
Me: No Sir, Some of the regions of the Telangana are backward(Again thinking to name some..while answering the question..)
CP: Ok Abhishek, your interview is over.
Me:(Disbelief...Wait a minute I was starting to enjoy taking a stance and justifying it....)
Me: (got up, put chair back in position..Acknowledged the board by bending a little ....murmured)Thank you sirs, thank you .(Got out of the room).
